Scholarship Details:
Delaware Aspire529 is a pilot program for youth experiencing or aging out of the foster care system to help them pay for expenses related to college or vocational training. The annual awards of $529 are available to 20 qualified applicants on a first-come, first-served basis. Applicants are required to complete a financial literacy course facilitated by our partners at Stand By Me.
Youth who meet the eligibility requirements may submit one application per academic year.
Eligibility Requirements:
- Be under age 26 and;
- At least 14 years old and currently in DSCYF Custody (foster care); or exited DSCYF custody to adoption or guardianship ag the age of 16 years or older; or aged out of foster care in Delaware at age 18
- Be a Delaware resident
- Be a U.S Citizen, permanent resident, or approved refugee
- Be an undergraduate student
- At the time of applying, have proof of enrollment at an institution of higher learning or trade school. If already attending, the student must be making satisfactory academic or vocational progress towards completion of that program.
- Proof of attendance/enrollment can be requested through your school’s registrar or administrative offices.
- Complete a current year Delaware ASPIRE529 application prior to the deadline

- The applicant must be a Delaware resident who has touched the foster care system and who is enrolled or was accepted into an institution of higher learning

- Applications close on July 8, 2024 at 11:59 p.m. No late applications will be accepted.
- Applicants are required to complete a financial literacy course facilitated by our partners at Stand By Me. Course details and information will be provided directly to awardees.
- Complete a short student survey by August 31, 2024.
Aspire529 was created by the Office of State Treasurer Colleen Davis and approved by the Delaware Plans Management Board. Aspire529 aims to help foster youth overcome financial barriers that may prevent them from seeking higher education.

Award Details:
The annual awards of $529 are available to 20 qualified applicants on a first-come, first-served basis of completed application. Funds are sent directly to the awarded student.
A maximum of 20 awards will be issued in any calendar year (not per term). Additional applications will be rolling and will be waitlisted in the event one or more of the first 20 are rejected or withdrawn.
An award may be used towards accompanying costs associated with obtaining a degree such as books and school supplies, materials or clothing required for skills training, transportation costs, and childcare.
To receive the award, the financial education course must be completed within a specific timeframe. Awardees will be provided information on when/how to take the required course.

August 15th, 2024 is the deadline for awardees to complete the Financial Literacy Curriculum. August 31, 2024 is the deadline to complete the OST Survey provided to awardees. If these conditions is not met, awards will not be processed.
