Scholarship Overview: Tuition savings program for Delaware resident pursuing an eligible degree not offered at a Delaware public institution

Scholarship Details:

The Academic Common Market (ACM) is a tuition-savings agreement between 15 states that are members of the Southern Regional Education Board. If your degree program is not offered by a public college in Delaware, you may be eligible for in-state tuition at one of the participating public colleges.

Eligibility Requirements

  • You are a Delaware resident and U.S. citizen or eligible noncitizen.
  • Your degree program is not offered at the University of Delaware or Delaware State University
  • You have been accepted into, or you are already enrolled in, an eligible degree program that has been selected for the ACM by a participating public institution.

Not all public colleges in SREB states participate in the ACM. Participating institutions select the degree programs they will make available, may add or withdraw programs, and may set restrictions on eligibility. First professional degree programs—such as dentistry, pharmacy, medicine, optometry, theology, and law—are not offered in the ACM. Eligible programs and participating colleges can be found online.

 

Application Requirements

Once you are admitted into an eligible degree program you can complete the Delaware Academic Common Market Application form, also referred to as the Delaware Residency form found on the website provided.  The Delaware Residency Form requires:

  • Verification of acceptance into or enrollment in an ACM-eligible baccalaureate or graduate-level program. (Do not send your letter of acceptance from the college if it does not specify your degree program. Ask the admissions office, your advisor, or a member of your college department to provide a letter of verification for you.)
  • A copy of the Federal and Delaware Resident Individual Income Tax Return filed for the prior year by your parent/guardian (if you are a dependent student) or by yourself (if you are an independent student)
  • Copies of two (2) of the following documents (your parent/guardian’s documents if you are a dependent student or your documents if you are an independent student).
    • Delaware driver’s license or Delaware state identification,
    • Delaware vehicle registration, or
    • Delaware voter registration

Applications are accepted year-round however, in order to ensure most college/university deadlines are met for the Fall semester, applicants should submit their application no later than June 30th at 4:30pm each year.

PLEASE MAKE SURE THAT YOU REVIEW YOUR COLLEGE’S DEADLINE FOR ACCEPTING ACM APPLICATIONS AND SUBMIT YOUR DELAWARE RESIDENCY CERTIFICATION FORM TO OUR OFFICE AT LEAST FOUR WEEKS PRIOR TO YOUR COLLEGE’S DEADLINE.

Many students qualify for in-state tuition to study at out-of-state institutions. Not all colleges participate, not all programs are offered, and not every offered programs is available to students in all states.
