Graduating high school seniors living in Delaware and attending a Delaware public high school. Must demonstrate exceptional involvement in community service and good leadership skills. Must also have high scholastic achievement and demonstrate financial need. Completed application, transcripts, college acceptance letter(s), the FAFSA (if available), essay and two letters of recommendation are required.
