Full-time college student younger than age 30 with GPA of at least 2.75 who demonstrates proficiency and financial need. Depending on available funding, high school seniors with a GPA of 3.0 or higher or recent SAT of 1100 or better may also be considered. Students must be Delaware residents, live in the neighboring states of Pennsylvania, Maryland, and New Jersey, or attend a college/high school in Delaware.
